Development and submission of a safety report: Guide

This document provides guidance to operators of major hazard facilities (MHF) for the development of safety reports under the Act and the Regulations. This document is not to be read as a step-by-step instruction on the required contents of a safety report, or how to perform a risk assessment or develop a safety management system. 

It is intended to provide high level guidance on how to achieve the intent and expectations of the Chief Officer [r. 25(2)(d)]. The Chief Officer is a departmental officer designated under the Dangerous Goods Safety Act 2004 s. 25(2) with the power to administer the Act, including the approval of safety reports. 

Each safety report must be submitted to the Chief Officer for approval.
